Fu Zhenghua, deputy director of the Office of the Commission for Overall Law-based Governance of the CPC Central Committee and the Minister of Justice, on Aug 24 hosted a study-session of CPC Central Committee General Secretary Xi Jinping's keynote speech at the first meeting of the commission.

Fu stressed that conducting in-depth study of and publicizing Xi's keynote speech is a key task of the judicial system now and in the future. The judicial system should be accurately oriented in its function and work layout so it can further carry out tasks supporting the rule of law and make new achievements in advancing it.

Fu pointed out that the meeting of the commission marked a new era for law-based governance. Xi, in his speech, profoundly interpreted the CPC Central Committee's strategic considerations of establishing the commission, clearly put forward new ideas and strategies for law-based governance and raised the Party's awareness about construction of the rule of law to a new level.

Xi's speech provides guidance for fully carrying out the rule of law in the new era, he noted.

Fu said that the rule of law should be fully implemented in seven fields, including in-depth research and planning of its top-level design, educational publicity and studies of the Constitution and strengthened construction of law-based government and society.

Fu said that comprehensive advancement of the rule of law should be thoroughly carried out to ensure that the decisions and arrangements of the CPC Central Committee are fully implemented.

The study-session also conveyed the spirit of the keynote speech delivered by Guo Shengkun, head of the Commission for Political and Legal Affairs of the CPC Central Committee, at the first plenary meeting of the Office of the Commission for Overall Law-based Governance of the CPC Central Committee.
