Foreign-related notarization serves as a key legal safeguard for enterprises expanding overseas. In recent years, Hebei province has continued to innovate its foreign-related notary service models, including the combined procedures for notarization and consular legalization, as well as integrated notarization and apostille procedures. These efforts have significantly enhanced the quality and efficiency of the province's foreign-related notary services. As of Aug 5, Hebei had handled 41,231 foreign-related notary cases this year.
To meet the needs of foreign-related economic development and cross-border exchanges among the public, Hebei has adopted a multi-pronged strategy to improve the quality and efficiency of its foreign-related notary services and remove the "last-mile barrier".
Notary institutions across the province have widely implemented service catalogues for enterprise-related notarization and rolled out continuous measures to streamline procedures and improve efficiency. By simplifying application documents and shortening processing time, they have minimized paperwork and expedited service delivery, greatly enhancing the accessibility and professionalism of notarization. This provides strong and efficient support for enterprises engaged in international operations and citizens handling cross-border affairs.
To address the pressing concerns of enterprises and the public, Hebei has strengthened grassroots outreach and targeted delivery of notary services. For example, the Zhangjiakou Notary Office has set up a foreign-related notary service workstation in Chongli district of Zhangjiakou city, enabling local access to foreign-related notarization and offering dedicated notary support for the ice and snow industries as well as the cross-border mobility of related personnel.
Similarly, the First Notary Office of Qinhuangdao city has reduced the processing time for 20 types of foreign-related notary service items in 15 categories to just one working day. It has also introduced measures such as service windows during summer peak periods and dedicated green channels for foreign-related notarization.
Hebei also places strong emphasis on talent cultivation and team building for foreign-related notarization. Notaries are encouraged to participate in conferences held by the China Notary Association and the International Union of Notaries, and outstanding professionals are selected for specialized training in foreign-related practices. Through high-quality notary services, the province continues to support local enterprises going global.
