He Rong noted that the outline of the 15th Five-Year Plan (2026-30) explicitly sets forth support for developing the Hong Kong Special Administrative Region into an international center for legal and dispute resolution services.
She added that the MOJ will, as always, support the Chinese mainland and Hong Kong in enhancing exchanges in arbitration and deepening pragmatic cooperation in areas such as cross-border dispute resolution, innovative development of arbitration rules and the cultivation of legal professionals.
She also affirmed the ministry's commitment to supporting professional institutions in Hong Kong, including the HKIAC, in leveraging their unique strengths under the "one country, two systems" principle to provide legal services for Hong Kong's in-depth participation in high-quality Belt and Road cooperation and its better integration into and service for overall national development.
Dawes said the HKIAC will build on its professional expertise to actively participate in the development of the Guangdong-Hong Kong-Macao Greater Bay Area and serve the country's high-level opening-up.
