Zhengzhou bolsters capacity for foreign-related notarization through optimized service processes

In recent years, the Justice Bureau of Zhengzhou City in Henan province has continuously strengthened and standardized the management of foreign-related notarization and improved service quality. Notary institutions across the city have enhanced their foreign-related service capabilities and streamlined service processes to better meet the demands arising from local enterprises' global expansion. Since the start of this year, the city has handled 21,475 foreign-related notarization cases, effectively meeting the diverse legal service needs of individuals and market entities alike.

The Huanghe Notary Office in Zhengzhou has established a green channel for foreign commercial notarization and one-stop services, reducing internal approval times. The office provides a wide range of legal services, including notarization, foreign language translation, certification of translated documents, and facilitation of Hague Apostille certification.

For example, a Henan-based manufacturing enterprise recently navigated the complexities of overseas bidding, foreign investment registration, and international tax filing through this integrated service platform. Within just seven business days, the company completed all necessary notarization and certification procedures, ensuring the smooth launch of its overseas projects.

Similarly, earlier this year, a Henan engineering and construction group faced strict qualification requirements to participate in an international engineering bid. The bidding process involved comprehensive document translation, notarization, and compliance with Hague Apostille standards. The Huanghe Notary Office coordinated all these requirements through an integrated handling process. This efficient approach met the company's urgent need for foreign-related certificates, highlighting the role of notarization in enhancing trust and simplifying procedures for cross-border commercial activities.

In another case highlighting Zhengzhou's proactive efforts to optimize its foreign-related notary services, the Zhongzhou Notary Office worked closely with a local company seeking to establish a subsidiary overseas. The office drafted an authorization document tailored to the company's needs while ensuring compliance with both domestic and foreign legal norms. Ongoing consultations with the company's entrusted overseas attorney helped refine the delegation of authority, enabling the company to complete its international registration efficiently.

Aligning with the overall agenda of the Justice Bureau of Zhengzhou in improving the quality of foreign-related notary services, local notary institutions have established strict regulatory systems and adopted multiple measures to uphold high standards and mitigate risks in notary services.

For instance, the Lyucheng Notary Office has implemented a strict management system for foreign-related services, including oversight during and after notarization, rigorous approval procedures, periodic file reviews, comprehensive inspections coupled with random spot checks, and a balanced reward and punishment mechanism.

The Huanghe Notary Office has appointed dedicated quality supervisors to conduct monthly case file reviews and quarterly quality checks, implementing prompt corrective measures and ensuring accountability when issues arise. Meanwhile, the Dayu Notary Office has reinforced a long-term risk prevention mechanism and established a mutual learning system among its staff to encourage exchanges of experience in foreign-related services.

To further strengthen its services, the Justice Bureau of Zhengzhou has organized selections of outstanding foreign-related notarization cases and foreign-related legal service products. These initiatives aim to build a distinctive brand for Zhengzhou’s foreign-related legal services and pave the way towards greater specialization and branding.
