To thoroughly implement the Communist Party of China (CPC) Central Committee's decisions and arrangements on strengthening and improving ethnic work, a study guide on the Ethnic Unity and Progress Promotion Law has been published nationwide to promote public understanding of the law, explain its provisions and principles, and facilitate its publicity and implementation.

The study guide was compiled by the Legislative Affairs Commission of the Standing Committee of the National People's Congress (NPC), in collaboration with the United Front Work Department of the CPC Central Committee, the Ethnic Affairs Committee of the NPC, the National Ethnic Affairs Commission and the Ministry of Justice. It was jointly published by China Legal Publishing House and the Ethnic Publishing House.

The Ethnic Unity and Progress Promotion Law was adopted at the fourth session of the 14th NPC on March 12, 2026, and officially went into effect on July 1, 2026.

The enactment of the law lays a solid legal foundation for fostering a strong sense of community for the Chinese nation and advancing the building of a community for the Chinese nation. It is of great significance for comprehensively advancing the cause of ethnic unity and progress and for motivating people of all ethnic groups across the country to unite and strive to build a great country and advance national rejuvenation on all fronts through Chinese modernization.

The law serves as a basic law for implementing the relevant provisions of the Constitution, handling ethnic affairs, and carrying out ethnic work in the new era. The study guide systematically explains the historical context and the major significance of the law, as well as its main principles and key provisions. It serves as an important reference for Party members and officials, and people of all ethnic groups to study and implement the law.
