The Bureau of Rule of Law Research conducts surveys and research on the theory and practice of overall law-based governance, and proposes policy recommendations. The bureau undertakes the coordination of the comprehensive rule of law planning proposals and the legislative planning and annual legislative planning proposals, and drafts the State Council's annual legislative planning proposal. It also drafts important documents related to the comprehensive rule of law, brings forward opinions and measures for building a government under the rule of law and promoting administration according to law, and compiles administrative regulations, editing the official version of the compilation of laws and administrative regulations published by the state. The bureau's mission also includes making development strategy, medium and long-term planning, and major policies of the judicial system, and pushing forward judicial administration reform.
