Southwest China's Yunnan province has recently released an implementation plan for the program to cultivate legally savvy talents in the province's villages and communities, among its efforts to advance the building of the rule of law.

The province will adopt a model that is led by Party committees and implemented by the government, based on coordination and participation of the villagers and community residents, according to the plan. It will intensify efforts to cultivate legally savvy talents and give full play to their active role in publicizing policies and laws, guiding legal services, resolving conflicts and disputes, and participating in social governance.

Through such efforts, the province is striving to create an environment in which all people act in accordance with the law, look to the law when running into problems, and rely on the law to resolve problems and conflicts, which will lay a solid foundation for building a peaceful Yunnan and advancing the rule of law in Yunnan.

According to the plan, by the end of 2022, each village or community in the province will select and determine at least three legally savvy talents, and will train at least five legally savvy talents by 2025, so as to gradually achieve full coverage of legally savvy talents at the village or community.
