Qinghai strives to facilitate construction of "one-stop" dispute resolution center

Judicial administrative authorities of Northwest China's Qinghai province have taken multiple measures to promote the construction of a "one-stop" dispute resolution center in a bid to establish a closed-loop mechanism for resolving disputes in diversified ways.

To date, the province has established 21 resolution centers, and more will be set up in 33 counties, cities, and districts this year, with 69 percent of county-level regions expected to be covered. By the end of 2023, all the county-level regions in the province will be equipped with such resolution centers and the integrated development of related services in cities, towns and districts will be further advanced.

A dispute resolution center consists of a service and reception hall, a mediation acceptance window, a mediation court, and several functional rooms. It will be staffed by a full-time professional mediator team, an expert consultant team, and a chief mediator, which are backed by a database of mediation experts.

The center will also endeavor to coordinate diverse types of dispute resolution such as mediation, arbitration, administrative ruling, and administrative review, and integrate legal resources such as lawyers, notaries, judicial forensics, grassroots legal services, legal aid, and legal publicity, to establish a closed-loop mechanism of diverse alternative dispute resolution, in an effort to streamline the dispute resolution services.
