Zhejiang introduces measures to achieve overall cancellation of certification items by local governments

The justice department of East China's Zhejiang province has organized and conducted a review of certification items in the province, cancelling a total of 202 certification items at provincial and municipal levels and achieving the comprehensive cancellation of certification items by local governments.

The move is a measure of importance to reduce unnecessary certificates for the convenience of the people and further improve the business environment.

According to statistics, more than 7 million certification items were reduced for enterprises and people in the province in the first half of this year. 

To further advance the non-certification reform, Zhejiang has canceled nearly 9,000 government rules and administration normative documents not in accordance with reform requirements, and revised one provincial local rule and 13 provincial government regulations.

The cancellation of certificates of physical examinations and health across the province can help save over 10 million yuan and 2.3 million working hours annually.

In the meantime, relying on the province's integrated smart public data platform, which is backed by digital technology, Zhejiang has established a data sharing system and categorized various licenses, certificates and documents for approval, covering daily certificate data and the most requested matters, such as business licenses and birth certificates, so as to achieve the online sharing of supportive documents.

Some matters shall no long require certificates if they have been handled through the notification and commitment system.

In the first half of the year, 67 percent of reduced certification items have been handled through the information sharing platform.

The province has taken measures to improve its notification and commitment system to ensure a compressive supervision system while bringing benefits to the people.
