The justice department of Northeast China's Jilin province approved the establishment of a "legal examination" center for private enterprises by the Jilin Lawyers Association in March 2022. The center has carried out "legal examination" on a regular basis since its settlement in the Changchun smart legal service district in July 2022.

This measure will assist in improving governance of private companies and institutions, developing harmonious labor relations, and preventing legal risks.

To provide professional and targeted legal services, the center has collaborated with a local arbitration institute for personal disputes, so as to conduct "legal examination activities" themed on labor employment.

The center has selected 24 lawyers who have rich experience in public legal service to help develop a "legal examination" handbook for labor employment.

The handbook features 77 Q&As and covers main legal risks prone to arise in the labor employment process, such as contract conclusion, salary management and rescission of contracts.

“We organized lawyers to research and sort out nearly 100 legal risks arising in the full cycle of development of enterprises and more than 200 selected lawyers have provided relevant legal services on a daily basis,” said Sun Xiaobiao, secretary-general of the Jilin Lawyers Association.

Meanwhile, the center has also mobilized a legal service team of lawyers to provide guidance for enterprises in carrying out compliance operations and to conduct risk evaluation on multiple fronts, such as regular contracts, connected transactions, labor employment and taxation, with legal opinions offered.

In addition, the center has carried out "legal examination" activities for chambers of commerce, industrial parks and major projects on a regular basis, in a bid to help enterprises maintain compliance operations in accordance with the law.

As of June this year, Jilin has formed 329 legal service teams, who have conducted 1,048 "legal examination" activities and issued 1,015 relevant reports, helping enterprises prevent or recover economic losses of about 300 million yuan ($41.1 million).
