Shanmugam pointed out that during the past four decades 850 million people have been lifted out of poverty in China, something that has never happened in human history. The fact that China's GDP per capita was about to reach $10,000 in 2018 is also incredible.

He said political system, economic structure and legal system are the three factors China must take into account in its endeavor to become a middle-income country.

He noted that Singapore and China are committed to legal cooperation which is an important part of their bilateral relationship under the Belt and Road Initiative. Their Joint Council for Bilateral Cooperation also holds a meeting each year.

Shanmugam mentioned that China was Singapore's biggest investment recipient among the countries involved in BRI in 2018, accounting for 23 percent of Singapore's total investment in these countries.

He also said he expects further cooperation with Chinese enterprises in the Guangdong-Hong Kong-Macao Greater Bay Area.
