The coastal metropolis of Qingdao in East China's Shandong province has decided to expand the project of building law-based governments to all its township-level governments including those of its sub-districts.
In a recently released guideline, the Commission for Overall Law-based Governance of the CPC Qingdao municipal committee laid down specific requirements for various issues including all-round performance of duties by township-level governments, improvement of their major decision-making processes, supervision over their administrative enforcement activities, building of a diversified dispute resolution mechanism and taking of responsibility by leading government officials for advancing the rule of law.
In particular, the government summarized the work done by the township-level governments in reviewing the legality of major administrative decisions and projects and supervising administrative law enforcement activities. It demanded the participation of chiefs of judicial stations in township-level collective decision-making meetings.
The government also requires township-level authorities to report annually their work of building law-based governments to governments at a higher level.
