The notification and commitment system has progressed remarkably in Northwest China's Gansu province since the beginning of a province-wide implementation of the system in February, eliminating the need for millions of administrative certificates by the end of July.

With its application to 6,868 administrative matters between February and July, the system, designed to replace administrative certificates with written commitments, spared the public from submitting over three million certificates during that period.

Nearly 1,200 provincial, prefectural and county-level administrative departments have used the system in their handling of matters of virtually all types, bringing people tremendous convenience and further improving the province's business environment.

Administrative matters arising in all key areas ranging from education and public security to health care and market supervision are now covered by the system with the most frequently-handled ones being the key targets.

Meanwhile, administrative departments across the province have also improved the inter-departmental information sharing mechanism in order to further reduce visits by the public to the government.
