Transportation law enforcement to further improve

The State Council issued a circular on Dec 23, notifying related departments to better implement the latest version of the guidance list of comprehensive administrative law enforcement in transportation.

The guidance list, a document of significance, is intended to carry out uniform transportation law enforcement, and clearly define the responsibilities of enforcement bodies.

According to the circular, the guidance list provides clear categories for administrative punishments and compulsory administrative matters stipulated in laws and regulations in the transportation sector.

Administrative law enforcement matters, if legally groundless, should be annulled. Matters which call for retention and addition are subject to investigation in terms of legality, reasonability, and necessity in accordance with related laws.

For matters on the list, law enforcement should also be streamlined, the circular said.

A uniform procedure on administrative law enforcement in transportation should be formulated, with transparency and efficiency.

Interdepartmental cooperation and coordination should reinforce these practices, and eventually usher in traceable administrative law enforcement action, links and results.

The most prominent concerns of the public should be addressed first, to allow market entities and the masses to benefit in the reform.
