Hainan to provide more professional and diversified legal aid services for minors

South China's Hainan province has always attached great importance to legal aid services targeted at minors.

The province has taken multiple measures, including revising relevant regulations, establishing lawyer service teams, and promoting cross-department cooperation to offer minors high-quality legal aid services. An annual average of nearly 3,000 legal aid cases related to minors are handled, accounting for 15 percent of the total number of such cases in the province.

In 2023, the province included the project of improving legal aid services targeted at minors in the list of its projects to deliver benefits for the people.

According to the plan, the province's justice department will be dedicated to providing professional legal services for minors, giving full play to the role of lawyer teams in that work and high attention to the protection of minors, and will offer mediations, consultations and legal aid in a bid to deal with disputes such as school bullying.

The province will organize lawyers to participate in providing non-profit guidance services on family education, so as to provide legal protection for left-behind children, minors in trouble and prisoners' underage children.

In the meantime, the justice department will make more efforts to establish legal service platforms for minors, give full play to the role of public legal service online and offline platforms, and set up special windows for minor protection in public legal services centers. A green channel will be opened to provide consultation, handling and appointment services with prioritized attention to minors.

Similarly, special legal service sections on minor protection have also been made available on the province's official public legal service hotline, 12348, to provide legal consultation services around the clock, which are also connected to the 12345 citizen service hotline and 12355 teenager service hotline, in a bid to provide convenient legal service channels for minors.

In addition, Hainan will intensify measures to enhance legal publicity targeted at minors. It will organize legal service staff to carry out a series of publicity and education activities in schools, communities and villages to further strengthen minors' self-protection awareness.
