Shenzhen adopts measures to strengthen credibility, innovation capability of foreign-related notarization

Shenzhen of South China's Guangdong province has taken multiple measures to help facilitate the development of and improve the quality management of its foreign-related notarization, in a bid to improve the credibility, innovation capability and influence of its foreign-related notarization.

According to statistics, by the end of 2022, Shenzhen had a total of 11 notarial institutions, with 176 notaries and 188 notary assistants.

In 2020, a foreign-related public legal service platform was established in the city's Nanshan district, to provide foreigners living in Shenzhen with public legal services in line with international standards.

By the end of 2022, the platform had provided a total of 910 services on various items, serving 1,939 foreign residents with 298 legal consultations and services, 15 foreign-related dispute resolutions and 597 notarial services.

Shenzhen has also developed the first cross-border notary legal service for cross-border matters in China, so as to bring benefits to Chinese enterprises going global and better meet their trading needs in conducting global strategic plans through the innovation of traditional single certifications of foreign-related notarization.

In addressing those dishonest behaviors arising from notarial services, the city's notarial institutions have used blockchain to analyze statistics in categories, offering effective assistance for relevant industries and organizations in controlling compliance risks when conducting foreign-related commercial activities.

Efforts have been made to improve the quality of foreign-related notarial services, so as to guarantee notarial quality and credibility.

In 2022, the Shenzhen Notary Association rolled out guidelines on the procedures of conducting remote video services for foreigners, to regulate standards of handling notarial business of that kind.

In addition, relevant measures, including creating a training mechanism on a regular basis and offering professional, convenient and efficient training courses, have also been taken to help improve notarial practitioners' literacy, expertise and their business capabilities.
