Minister of justice meets with HKSAR secretary for justice

Minister of Justice He Rong met with a delegation led by Paul Lam Ting-kwok, secretary for justice of the Hong Kong Special Administrative Region (HKSAR), in Beijing on May 31.

He Rong underlined that the 20th National Congress of the Communist Party of China had made strategic plans to build China into a modern socialist country in all respects. A special chapter was singled out in the report to the congress to expound on the rule of law for the first time, demonstrating China's determination to build itself into a modern socialist country in all respects on the legal footing.

Under the guidance of Xi Jinping Thought on the Rule of Law, the Ministry of Justice (MOJ) has focused on the rule of law to serve the overall work of the Party and the country, and has been committed to promoting Chinese modernization in a law-based manner. 

The Department of Justice of Hong Kong assumes important responsibilities in comprehensively and faithfully implementing the country's Constitution, the Basic Law of the HKSAR and the National Security Law for Hong Kong. It has also played an active role in safeguarding national security, addressing major legal issues, supporting the chief executive in exercising law-based governance, as well as maintaining Hong Kong's long-term prosperity and stability, she said.

The minister noted that the MOJ has thoroughly implemented the decisions and plans of the central government regarding the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), providing legal guarantees for the integration of the Hong Kong judicial and legal circles into the overall national development in such fields as administrative legislation, criminal execution and the opening of legal services.

Policies and measures, such as the pilot program for Hong Kong and Macao lawyers to practice in the GBA, have been introduced to support the efforts to build the GBA into a demonstration area for high-quality development and an area that sets the pace for Chinese modernization, she added. 

Lam said that the Department of Justice of Hong Kong will strictly implement the HKSAR legal system and enforcement mechanism for safeguarding national security and will proactively improve the region's laws.

He expressed his hope that, with deepened exchanges and cooperation with the MOJ, Hong Kong can play a unique role in advancing Chinese modernization and promoting the GBA's construction while integrating its legal circles into the country's overall development.

The two sides also exchanged views on issues of common concern, including the coordination and connection of rules and mechanisms concerning the GBA, cooperation on the cultivation of foreign-related legal talents and the latest updates of the system of China-appointed attesting officers.
