Beijing sees significant progress in people's mediation work

Beijing has made consistent efforts to improve its people's mediation organization network, ensuring full coverage across the city's villages, communities, towns and districts.

The city has established 7,849 people's mediations of various types and selected 42,125 people's mediators. Over the past five years, people's mediation organizations at all levels have mediated over 216,000 disputes and screened over 344,000 disputes annually.

The people's mediation organizations in the city have handled 667,551 mediation cases, or about 62 percent of the total mediated cases citywide, entrusted by local governments, courts, public security authorities and petitioning departments from 2018 to 2022. The number of entrusted mediation cases in 2022 increased by about 35 percent compared to 2018.

Beijing is vigorously promoting diversified mediation with the interconnected mechanism inject vitality to mediation work.

In 2022, the city's administrative reconsideration departments at all levels concluded 4,426 administrative reconsideration cases through correction, mediation, and reconciliation, achieving a comprehensive dispute resolution rate of 36.3 percent.

During the same period, the people's courts of the city's districts and the Beijing Internet Court have established pre-litigation people's mediation organizations, to effectively connect with the courts' mechanism of "diversified mediation plus fast-track sentence".

In 2022, people's mediation organizations in Beijing accepted 153,953 relevant cases assigned or entrusted by local courts, helping ease the pressure of courts in handling trials and promoting community-level governance aimed at reducing litigation at the source. 

Furthermore, Beijing has made notable achievements in industrial and professional mediation work. 

From 2018 to 2022, the number of industrial and professional mediation cases saw an average annual growth rate of 10.85 percent. The mediation work on intellectual property became a leading mediation brand in the capital and even in the country.

The Beijing Municipal Justice Bureau, in collaboration with the Beijing Municipal Intellectual Property Office, established Beijing intellectual property mediation center, 20 intellectual property disputes-specific mediation committees and 12 mediation studios, covering the city's 10 advanced and sophisticated industries and high-end industrial areas and major industrial parks.

In 2022, the average mediation duration in Beijing was reduced to 32 days. Its diversified mediation mechanism on intellectual property disputes has also been studied and promoted across the whole country.
