Shenzhen's justice department issues measures to promote high-quality development

The justice bureau of Shenzhen, South China's Guangdong province, has recently issued a document to provide high-level legal safeguards for promoting the high-quality development of the city.

According to the document, 16 measures will be taken to optimize the legal environment and strengthen legal guarantees and foreign-related rule of law, in a bid to advance both scientific and technological innovation and industrial innovation, and accelerate the development of new quality productive forces.

Aiming to stimulate the vitality of various market entities, the document clarifies that efforts will be made to expedite the legislation on developing new quality productive forces, accelerate the formulation of regulations that promote the development of strategic emerging industries and future industries and the amendments to regulations on venture capital, and advance the revision of regulations on promoting the development of small and medium-sized enterprises in an orderly manner, so as to better push forward scientific and technological innovation and industrial innovation.

The document highlights the role of justice departments as legal advisors to governments in enhancing law-based decision-making in areas such as government-led funds, headquarters projects and key industrial projects development, continuously creating a decision-making environment conducive to innovation.

Moreover, efforts are urged to comprehensively promote strict, standardized and civilized law enforcement, formulate regulations on supervising administrative law enforcement, and explore the implementation of the "law enforcement supervision code", aiming to prevent law enforcement irregularities that disturb enterprises' normal operation.

The justice bureau will take actions to ensure the effective implementation of the newly revised Administrative Reconsideration Law and handle administrative reconsideration cases involving enterprises according to law, continuously propose suggestions on judicial trials of administrative reconsideration cases involving enterprises, and strengthen the substantive resolution of administrative disputes involving enterprises.
