On April 9, the Ministry of Justice holds a meeting in Shanghai on promoting the pilot program for the establishment of international commercial arbitration centers.

In 2022, the Commission for Overall Law-based Governance of the CPC Central Committee decided to start the pilot program of international commercial arbitration centers in the four provincial-level regions of Beijing, Shanghai, Guangdong and Hainan.

This initiative aims to turn Beijing into an international commercial arbitration center that facilitates the capital's efforts to build an international center for science and technology innovation and a center for international exchanges, Shanghai into an Asia-Pacific arbitration center, Guangzhou and Shenzhen of Guangdong province into international commercial dispute resolution and legal services centers that connect with Hong Kong and Macao in serving the development of the Guangdong-Hong Kong-Macao Greater Bay Area, and Hainan into a Pacific and Indian Ocean-oriented international commercial arbitration center that serves the Hainan Free Trade Port.

It was noted at the meeting that since the launch of the pilot program, the Party committees and governments of the four pilot regions have attached great importance to the program, achieving important progress at the current stage.

The meeting emphasized the need to thoroughly analyze and summarize the achievements of the pilot work in the earlier stage, adhere to a problem-oriented approach, vigorously promote reform and innovation, and solidly advance the pilot work, in a bid to ensure the effective implementation of the central government's plans.

The meeting called for taking the construction of international commercial arbitration centers and first-class international arbitration institutions as an opportunity to promote the high-quality development of foreign-related arbitration, legal services, and rule of law, in a bid to provide solid legal support for the advancement of Chinese modernization.

Members of the expert committee and heads of the Secretariat of the Office of the Commission for Overall Law-Based Governance of the CPC Central Committee, relevant departments of the MOJ, and relevant justice departments at the provincial and municipal levels attended the meeting.
