Training session held for officials in foreign-related rule of law

From Sept 2 to 6, the Office of the Commission for Overall Law-Based Governance of the Communist Party of China (CPC) Central Committee and the Ministry of Justice (MOJ) held the first concentrated training session for officials in foreign-related rule of law.

Chen Wenqing, a member of the Political Bureau of the CPC Central Committee and head of the Commission for Political and Legal Affairs of the CPC Central Committee, addressed the opening ceremony. Minister of Justice He Rong, who is also the deputy director of the Office of the Commission for Overall Law-Based Governance of the CPC Central Committee, presided over the opening ceremony and delivered a lecture to the participants.

Yin Bai, deputy director of the Office of the Commission for Overall Law-Based Governance of the CPC Central Committee and secretary general of the Commission for Political and Legal Affairs of the CPC Central Committee, Vice-Minister of Justice Wang Zhenjiang, and Huang Yi, director of the MOJ's Political Department, attended the opening.

More than 150 officials from relevant departments of various levels in charge of foreign-related rule of law participated in the training.

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the training session was part of the effort to thoroughly implement the guiding principles of the 20th National Congress of the CPC as well as the second and third plenary sessions of the 20th CPC Central Committee, Xi Jinping Thought on the Rule of Law, and the guiding principles of the remarks made by Xi Jinping, general secretary of the CPC Central Committee, at the 10th group study session of the Political Bureau of the 20th CPC Central Committee.

The training, taking into account the practical needs in foreign-related rule of law, focused on enhancing officials' political capability, professional competence, and legal thinking. It aimed to accelerate the building of a team of high-quality and competent professionals in this sector, providing strong support for strategic planning of related work.

During the training session, officials from relevant central departments of political and legal affairs as well as experts and scholars from the Chinese Academy of Social Sciences, Tsinghua University, Wuhan University, East China University of Political Science and Law, and the University of International Business and Economics, were invited to deliver lectures.

The lectures covered a wide range of topics, including advancing foreign-related legal system, strengthening foreign-related judicial trials, building law-based system for Belt and Road cooperation, fostering a world-class business environment that is market-oriented, law-based and internationalized, international economic and trade governance, developing foreign-related legal services, and accelerating the cultivation of foreign-related legal talents.

Participants spoke highly of the size and scope of the training session, saying that it integrated theoretical explanations with case analysis. The training was part of concrete action to thoroughly implement the important instructions made by Xi on foreign-related rule of law and the CPC Central Committee's decisions and arrangements regarding foreign-related rule of law, they added.

They agreed that the training served as authoritative guidance on implementing the decisions of the third plenum of the 20th CPC Central Committee regarding foreign-related rule of law and a fruitful exploration in enhancing the professional capabilities of officials in this sector. It was of significance in strengthening the cultivation and the building of a team of foreign-related legal professionals, and better coordinating the development of system and capability for the country's foreign-related rule of law, they said.

Moving forward, the participants said they will actively engage in promoting foreign-related rule of law by faithfully performing their duties and responsibilities to serve the overall development of foreign-related affairs of the Party and the State.
