Minister of Justice He Rong conducted a survey on promoting law-based governance at the grassroots level, safeguarding social security and stability, and advancing foreign-related rule of law, in East China's Jiangsu province from Dec 26 to 27. During the trip, the minister also visited staff in the local judicial organs.

Xin Changxing, secretary of the Jiangsu Provincial Committee of the Communist Party of China (CPC), and Xu Kunlin, governor of Jiangsu, held talks with the survey team.

During her survey, the minister visited the Jiangning Prison, the Shangfeng Justice Office in Jiangning district, Nanjing, and Jiangsu (Nanjing) International Commercial Arbitration Centre, where she talked with frontline judicial administrative staff and legal service workers. She acknowledged the remarkable achievements the province has made in promoting the rule of law and judicial administration in recent years, under the leadership of the provincial CPC committee and the provincial government.

She emphasized that the judicial administrative work must thoroughly implement the guiding principles of Xi Jinping Thought on the Rule of Law and the important instructions by Xi Jinping, general secretary of the CPC Central Committee, on Jiangsu's development.

She called for efforts to enhance supply of legal services in areas such as fostering new quality productive forces, advancing the building of a law-based government, strengthening grassroots governance, and safeguarding people's livelihoods, thereby contributing to Jiangsu's efforts in advancing Chinese modernization.

Solid efforts should be made to carry out a national concentrated education campaign in prisons, strengthen prison management and criminal correction through education, conduct accurate assessments of community correction, implement resettlement and assistance policies and measures for people released from jail after completing their sentence, and enhance people's mediation work to prevent and reduce the risk of reoffending, the minister said.

She underscored the need to enhance the professional level and capabilities of justice offices, enabling them to play a crucial role in resolving disputes and promoting law-based governance at the grassroots level.

Highlighting Jiangsu's advantages in being involved in many major national strategies, He Rong urged the province to accelerate the improvement of capacity for foreign-related legal services, establish world-class arbitration institutions and law firms with Chinese characteristics, and contribute to fostering new advantages of a higher-level open economy.

Zhou Hongbo, a member of the Standing Committee of the CPC Jiangsu Provincial Committee and secretary of the CPC Nanjing Municipal Committee, and Li Yaoguang, a member of the Standing Committee of the CPC Jiangsu Provincial Committee and secretary of the Political and Legal Commission of the CPC Jiangsu Provincial Committee, also participated in the survey.
