MOJ holds national conference for directors of justice departments

The Ministry of Justice (MOJ) held its national conference for directors of justice departments on Jan 13. The conference emphasized the importance of thoroughly studying and implementing Xi Jinping Thought on the Rule of Law, carrying out the plans made at the central conference on political and legal affairs, and accelerating the high-quality development of judicial administration work, in a bid to provide legal services and guarantees for building China into a strong country and achieving national rejuvenation.

The Ministry of Justice holds its national conference for directors of justice departments on Jan 13.

It was noted at the conference that judicial administrative organs nationwide made new progress in 2024 through effective duty fulfillment.

To advance judicial administration work in 2025, the conference underscored the need to adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the guiding principles of the 20th National Congress of the Communist Party of China (CPC), the second and third plenary sessions of the 20th CPC Central Committee, and Xi Jinping Thought on the Rule of Law, and firmly uphold the Party's absolute leadership.

Efforts should be made to continuously strengthen both political construction and professional capacity building, safeguard security and stability, consolidate the grassroots foundation, forge a competent team of judicial administrative professionals, and promote the high-quality development of judicial administration to serve the Chinese modernization, the conference heard.

The conference highlighted four key priorities for this year's judicial administration work.

First, judicial administrative organs nationwide should uphold the Party's absolute leadership over judicial administration and a people-centered approach, adhere to the path of socialist rule of law with Chinese characteristics, strengthen confidence in the country's rule of law, strictly observe political discipline and political rules, continuously enhance political capacity, and always align their thought, stance and actions with the CPC Central Committee with Comrade Xi Jinping at its core.

Second, judicial administrative organs nationwide should implement the relevant reform tasks of the third plenary session of the 20th CPC Central Committee and effectively serve the overall work of the Party and the State.

Efforts should be made to strengthen the supply of laws and regulations in key areas, emerging and foreign-related fields, enhance legislative research, planning and coordination, and improve the quality and efficiency of legislation.

The conference also emphasized the need to implement the tasks of standardizing enterprise-related law enforcement actions as deployed, leverage the role of administrative reconsideration in resolving administrative disputes, and promote the improvement of law-based administration.

Focusing on the needs of the people in livelihood areas such as employment, education, healthcare and social security, the conference called for accelerating the enhancement of the quality and credibility of legal services such as lawyers, legal aid, notarization, arbitration, and judicial appraisal to ensure that the people can truly feel the convenience, efficiency and fairness of the country's legal services.

Judicial administrative organs nationwide should promote the integrated development of foreign-related rule of law based on their functions, advance the fostering of world-class arbitration institutions and law firms with Chinese characteristics, accelerate the cultivation of foreign-related legal talents, and enhance the capabilities of foreign-related legal services, according to the conference.

Third, the conference urged efforts to maintain the bottom line of safety and stability, promote criminal correction through education, community correction, resettlement and assistance for people released from jail after completing their sentence, dispute resolution, and legal publicity in a coordinated manner, ensure the effective implementation of people's mediation, strengthen the development of grassroots institutes such as justice offices, and make progress in substantially promoting the resolution of disputes and the prevention and reduction of the risk of reoffending.

Fourth, the conference stressed the importance of strengthening Party discipline within judicial administrative organs and deepening the fight against corruption through intensified efforts in the management of judicial administrative staff and the building of a judicial administration team with competence, loyalty, self-discipline and a high sense of responsibility.

Leading MOJ officials, including Wang Yuwen, Zhao Changhua, Wang Zhenjiang, Hu Weilie, Huang Yi and Li Mingzheng, attended the conference. The main conference venue at the MOJ was connected via video to sub-venues at the provincial-level justice departments, as well as the Justice Bureau and the Bureau of Prison Administration of the Xinjiang Production and Construction Corps.
