In recent years, Southwest China's Guizhou province has made continuous efforts in areas such as legal aid, judicial appraisal, notarization, and arbitration. The province has consistently strengthened the construction of its public legal service system, aiming to provide the public with more targeted and inclusive legal services with higher quality and efficiency, and enhance people's sense of gain, happiness, and security.
Building an efficient and convenient public legal service system
By the end of 2024, Guizhou had achieved full coverage of public legal services at the provincial, city, county, and township levels. The province has established a public legal service center at the provincial level, nine at the city level, 103 at the county level, and 1,511 township public legal service stations, with a total of 2,573 people participating in the operation of these public legal service entities.
In addition to establishing a comprehensive four-level public legal service system, Guizhou has also promoted the integrated development of physical, online, and hotline public legal service platforms. By leveraging the resources of the 12348 Guizhou Legal Service Network and the 12348 Public Legal Service Hotline, the province provides diverse legal services through online channels, including message consultation, work order acceptance and assignment, legal aid, and applications for people's mediation, forming a comprehensive public legal service platform that offers full services accessible at all times.
Targeted legal aid for the people
In recent years, Guizhou has continuously improved relevant systems for legal aid, expanded the coverage scope, and enhanced service quality. The province has revised measures for the management of legal aid funds, conducted province-wide supervision and evaluation of legal aid services and case quality, and organized training for legal aid professionals to improve their service levels. Special attention has been given to strengthening legal aid for specific groups such as minors, the elderly, and workers through carrying out targeted legal aid campaigns.
Notarization and arbitration reforms benefiting the people
Currently, the province has 16 notary institutions qualified for foreign-related notarization and has established an integrated service mechanism combining foreign-related notarization and consular legalization, providing efficient and timely foreign-related notary services for enterprises expanding into overseas markets.
In addition to notarization, arbitration and judicial appraisal are also essential parts of a comprehensive public legal service system. Guizhou has deepened institutional reforms in notarization, arbitration, people's mediation and judicial appraisal management, improved the legal service management system and working mechanisms, and continuously enhanced the quality and efficiency of legal services.
The province has also expanded the supply of legal service resources in grassroots social governance, and provided equal access to legal services including legal consultation, mediation, and arbitration, in a bid to help urban and rural residents obtain necessary legal assistance and support, and resolve disputes through non-litigation approaches. The establishment of a comprehensive public legal service system covering urban and rural areas helps safeguard the fundamental interests of the people, particularly guaranteeing basic legal service needs of disadvantaged and special groups, ensuring that everyone is equal before the law.
Moving forward, the province will continue to uphold a people-centered approach to development, further deepen the development of its public legal service system, and ensure that legal services align with people's needs.
