Minister of Justice He Rong conducted a survey in Northwest China's Shaanxi province from May 26 to 27, focusing on the development of foreign-related rule of law, the reform of arbitration system, and law-based governance at the grassroots level.

Zhao Yide, secretary of the Shaanxi Provincial Committee of the Communist Party of China (CPC), and Zhao Gang, governor of Shaanxi, held talks with the survey team.

During the visit, the survey team visited arbitration institutions, commercial mediation organizations and grassroots judicial offices in the province's capital city Xi'an to gain a detailed understanding of relevant work. They also held talks with local lawyers, arbitrators, mediators and staff from judicial offices, and extended regards to frontline judicial administrative officers and personnel from local legal service institutions.

Liu Qiang, a member of the Standing Committee of the CPC Shaanxi Provincial Committee and secretary of the Political and Legal Commission of the CPC Shaanxi Provincial Committee, also participated in the survey.
