Jiangxi strengthens foreign-related legal services to support enterprises' overseas expansion

In recent years, as Jiangxi province has further deepened its integration into high-quality Belt and Road cooperation, local enterprises have increasingly engaged in cross-border investment and trade activities in sectors such as minerals, energy, electronic technology, infrastructure construction and modern agriculture.

The Justice Department of Jiangxi has proactively adapted to the new normal of China's economy and the new stage of the country's opening-up, strengthened foreign-related legal services, and promoted the development of top-tier foreign-related legal professionals, aiming to achieve efficient alignment between supply and demand in foreign-related legal services, and support the province's high-level opening-up.

Providing professional support

The Justice Department has organized a variety of legal publicity activities for local enterprises and has promoted the establishment of a regular communication mechanism between 356 law firms and 560 industry chambers. Over 2,000 legal service teams have been formed to provide targeted legal services to 16,415 enterprises.

Additionally, the department has guided the Jiangxi Lawyers Association to release country-specific guides for overseas investment periodically via its WeChat official account, offering targeted information services for local enterprises engaged in cross-border investments.

Under the strong support of provincial and municipal judicial administrative authorities, the provincial and municipal lawyers associations have established foreign-related legal professional committees to strengthen theoretical research on foreign-related rule of law, providing professional support for enterprises going global.

Strengthening talent cultivation

To address the challenges of an insufficient and structurally imbalanced pool of foreign-related legal professionals in Jiangxi, the Justice Department has guided the Jiangxi Lawyers Association to formulate an implementation plan for cultivating foreign-related lawyers and launch a program to cultivate 100 practicing foreign-related lawyers for 2024-2027. These efforts have systematically advanced the development of foreign-related legal professionals within the province.

In June this year, the Justice Department initiated the establishment of a foreign-related law firm database and a foreign-related lawyer talent pool, categorizing local lawyers as leading professionals, backbone talents, and emerging talents while improving dynamically updated mechanisms for the talent pool to attract more outstanding young lawyers to engage in foreign-related legal services. Currently, the province has established a database and talent pool consisting of 22 law firms and 268 foreign-related lawyers, with lawyers constantly selected to attend training sessions on foreign-related legal services.

Moreover, the lawyer profession in Jiangxi has organized multiple activities on foreign-related legal services through both online and offline platforms, including meetings on sharing experiences in supporting enterprises' overseas expansion and on discussing foreign-related legal practices, to continuously enhance the proficiency of local lawyers in offering foreign-related legal services.

Building exchange platforms

Guided by the Justice Department, the Jiangxi Lawyers Association has formulated plans to support local law firms in establishing overseas branches, including fostering the development of foreign-related legal services of local law firms and encouraging their cooperation with foreign law firms.

Furthermore, the association has increased mutual visits and exchanges with domestic industrial organizations, established regular exchange mechanisms with lawyer associations in Beijing and Shanghai, and sent lawyers to visit the Xinjiang Uygur autonomous region and the Guangxi Zhuang autonomous region to learn from their advanced foreign-related legal service experiences.

In addition, the Justice Department of Jiangxi has held various events highlighting the exemplary role of the province's lawyers in foreign-related legal services, such as press conferences on foreign-related legal services provided by local lawyers along with the publication of typical cases in this regard, and a seminar on exchanges of foreign-related legal services with representatives from Kyrgyzstan.

Moving forward, the Justice Department will focus on supporting high-quality development and high-level opening-up, further improve the foreign-related legal service mechanism, effectively expand the scope of foreign-related legal services, and enhance the quality and efficiency of such services, making greater contributions to the province's high-quality socioeconomic development.
