On Aug 12, the Office of the Commission for Overall Law-based Governance of the CPC Guangdong Provincial Committee held this year's provincial meeting on advancing foreign-related rule of law in the province's Shenzhen city, marking the third consecutive year such a meeting has taken place.
Leading officials from relevant departments of the Commission for Political and Legal Affairs of the CPC Central Committee, the Supreme People's Court, and the Ministry of Justice (MOJ) attended the meeting to provide guidance.
The meeting emphasized the need to thoroughly implement the guiding principles of the earlier symposium on foreign-related arbitration held by the MOJ, expedite the development of world-class arbitration institutions with Chinese characteristics, promote high-quality development of arbitration work across the province, and enhance the overall level of the province's foreign-related rule of law, in order to provide robust legal support for Guangdong's efforts in Chinese modernization.
The meeting stressed the importance of accelerating the establishment of an international commercial arbitration center within the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), and deepening exchanges and cooperation among Guangdong, Hong Kong, and Macao. Efforts were urged to improve the development of arbitration institutions, advance institutional and mechanism reforms, and strengthen technological empowerment and supervision of the industry. Moreover, emphasis was placed on strengthening the cultivation of arbitration professionals, and improving mechanisms for talent introduction, cultivation, and transfer.
In addition, the meeting called for stronger policy support, judicial safeguards, and preferential resource allocation to support the province's arbitration industry, for steadily advancing the development of Guangdong's foreign-related legal system and capacity through the cultivation of world-class foreign-related legal professionals, arbitration institutions and foreign-related legal service agencies, and for the building of a comprehensive platform for the development of foreign-related rule of law.
The meeting also unveiled the GBA Cross-border Commercial One-stop Dispute Resolution Platform, a joint initiative by the Guangdong High People's Court and the Justice Department of Guangdong.
