The Executive Development Program on Legal Services of Shanghai Cooperation Organization (SCO) countries was held in Xi'an, Northwest China's Shaanxi province, from November 17 to 28. Hosted by China's Ministry of Justice (MOJ), the program brought together officials at the division and sub-division ranks from the justice ministries of SCO countries including Iran, Kyrgyzstan, Pakistan, Russia, Uzbekistan, and Mongolia.
Huang Yi, a member of the Leading Party Members' Group and director of the Political Department of China's MOJ, attended the closing ceremony and delivered a speech. Vice Governor of Shaanxi Dai Binbin and Secretary of the Party Committee of Xi'an Jiaotong University Lu Jianjun attended the closing ceremony.

The program was part of the MOJ's concrete efforts to implement the guiding principles of the remarks made by President Xi Jinping at the SCO Tianjin Summit. By holding training sessions on a regular basis, the program aims to further deepen exchanges and cooperation in the legal and judicial administration fields among SCO countries.
The program focused on promoting Xi Jinping Thought on the Rule of Law and on elaborating ideas, visions and successful practices in advancing foreign-related rule of law with Chinese characteristics through in-depth presentations delivered by officials from the relevant policy-making departments and renowned legal experts.
Furthermore, through various forms including lectures, seminars, field visits and cultural experience activities, the program provided participants with a comprehensive understanding of China's latest measures and achievements in the rule of law, as well as its open, inclusive legal culture and the spirit of harmony and coexistence.

Participants highly praised China's remarkable achievements in promoting the rule of law. They expressed willingness to leverage the program as a platform to strengthen pragmatic cooperation in the fields of law and judicial administration among SCO countries, and to provide legal support for broader SCO cooperation.

The program was co-organized by the Justice Department of Shaanxi Province and Xi'an Jiaotong University. Representatives from China's judicial administrative organs of relevant provincial-level regions and the Xinjiang Production and Construction Corps also participated in the training.
