Shaanxi launches pilot program to cultivate foreign-related legal talents

The Office of the Commission for Overall Law-based Governance of the Communist Party of China Shaanxi Provincial Committee recently issued a plan for a pilot program for cultivating foreign-related legal talents in Shaanxi Province, launching a province-wide initiative for coordinated cultivation of foreign-related legal professionals.

The program adopts a phased approach, featuring one-year short-term empowerment, three-year medium-term enhancement, and a five-year plan for building a long-term talent reserve. It is jointly implemented by selected government departments engaged in legal practice, law schools and faculties, legal service institutions, and enterprises within the province. It focuses on key priorities including innovating mechanisms for talent selection and cultivation, establishing a robust system for aligning talent supply and demand as well as evaluation, introducing high-caliber overseas legal professionals, building a talent pool to ensure faculty reserves, expanding channels for practical training, enhancing research in foreign-related legal fields, advancing practice-oriented teaching supported by digital intelligence, and strengthening the global layout of legal services.

Through these measures, the program seeks to establish a four-party coordination mechanism for cultivating foreign-related legal talents and build a comprehensive talent development system covering education, learning, practice, and application. The goal is to effectively bridge the gap between education and practice, and, within five years, to cultivate a group of foreign-related legal professionals with firm political stances, sound legal proficiency, a good command of international rules, and expertise in foreign-related legal practice.

The pilot program builds on existing training resources within the province's law schools and formulates tailored plans to meet the specific needs of participating institutions. By aligning with high-quality global legal resources, the program facilitates internships and hands-on training, cultivating versatile, practice-oriented professionals skilled in both law and related fields.

These efforts are intended to comprehensively enhance the quality of foreign-related legal talent cultivation, safeguard the overseas interests of Shaanxi enterprises expanding abroad, and support the province's deeper integration into high-quality Belt and Road cooperation.

Moving forward, Shaanxi will establish a regular monitoring and evaluation mechanism to track the progress of talent cultivation and utilization. This dynamic system will allow for timely adjustments and refinements to ensure the pilot program delivers tangible results.
