Liaoning launches cross-border e-commerce legal service station to support local businesses going global

On June 10, the "Liaoning Goods Go Global" Cross-Border E-Commerce Legal Service Station was unveiled in Northeast China's Liaoning province. As a regular, public-interest, and professional platform for cross-border e-commerce legal services, the station will provide targeted support to help local e-commerce enterprises operate in compliance, mitigate legal risks in their global expansion, and advance the province's opening-up through high-quality foreign-related legal services.

The newly established station has built a collaborative service system among the government, enterprises, and industry associations, characterized by "government guidance, platform empowerment, and professional support." It regularly offers inclusive services such as free legal consultation, corporate compliance guidance, public-interest legal education, and foreign-related risk alerts, covering key areas including cross-border trade, digital e-commerce, overseas investment, and foreign-related dispute resolution. These efforts aim to provide legal support for local enterprises' overseas expansion and operational security, while also ensuring accessible channels for protection of their rights.

As part of Liaoning's broader opening-up efforts, in recent years the Justice Department of Liaoning and the Liaoning Provincial Lawyers Association have focused on addressing legal pain points for businesses going global and bridging gaps in the province's foreign-related legal services.

Continuous improvements have been made to strengthen the province's foreign-related legal infrastructure, conduct regular practical training and skill-building exercises, integrate resources, and systematically cultivate a professional and globalized pool of foreign-related lawyers.

Currently, Liaoning has established a professional team of foreign-related lawyers, with over 100 lawyers selected for the National Foreign-related Lawyer Talent Pool. These professionals are proficient in commercial rules, cross-border compliance, and dispute resolution in Northeast Asia, Southeast Asia, and countries involved in the Belt and Road Initiative, supporting the province's high-quality development in cross-border digital trade.

To better promote local products globally, the Justice Department of Liaoning will guide lawyers across the province to actively serve local industrial parks, accurately respond to enterprise needs, and focus on developing new business forms. Through the legal service station, regular compliance check-ups, risk screenings, and legal publicity and education services will be carried out to effectively address challenges such as insufficient confidence, the lack of knowledge, and elevated risks that enterprises face when entering international markets.

Further efforts will also be made to study international economic and trade rules, new regulations on cross-border digital trade, and the legal systems of overseas jurisdictions, thereby broadening the professional horizons of Liaoning's lawyers and enhancing their service capabilities.
