Liaoning holds symposium on foreign-related legal services to support private enterprises' global expansion

The Justice Department of Liaoning Province and the Liaoning Provincial Federation of Industry and Commerce jointly held a symposium on foreign-related legal services, outlining five targeted initiatives to provide robust legal safeguards for local private enterprises expanding overseas.

First, the province will strengthen legal support for businesses operating abroad. A comprehensive risk warning mechanism will be established, with regular releases of legal risk alerts and policy interpretations. Measures will be taken to regulate foreign-related law enforcement and justice, and to equally protect the property rights of private enterprises and the legitimate rights and interests of entrepreneurs.

Moreover, coordination of foreign-related commercial dispute resolution services will be enhanced to help build Liaoning into a leading hub for legal services in Northeast Asia.

Second, Liaoning will optimize service provision to develop a full-chain legal service system. The construction of a provincial-level foreign-related legal service center will be accelerated, integrating legal service resources covering lawyers, notarization, and arbitration.

Specialized legal service institutions will be fostered to improve the province's capacity to deliver high-end legal services in cross-border intellectual property matters, outbound investment and mergers and acquisitions, and international commercial arbitration.

Third, the province will build a high-caliber workforce to support its foreign-related legal service capacity. Talent cultivation mechanisms will be improved to enhance the practical capabilities of legal professionals, while the foreign-related legal talent pool will be upgraded to provide targeted support for enterprises.

Incentive policies will also be introduced to encourage legal professionals to enhance their expertise and better support local businesses.

Fourth, coordination mechanisms will be refined to foster a government-enterprise collaborative service framework. Regular consultation mechanisms will be established to deliver timely interpretation of foreign-related legal policies, updates on work progress and responses to enterprises' concerns.

In addition, an online communication platform will be launched to enable one-click access to policy consultation, problem reporting and service appointment.

Fifth, joint efforts will be pooled to support enterprises in expanding their global market presence. Private entrepreneurs are encouraged to boost development confidence, raise compliance awareness, and build a positive international image for Liaoning's private enterprises.

They are also encouraged to offer policy suggestions, continue to serve as a bridge between enterprises and authorities, and help more enterprises improve risk prevention capabilities and integrate into the global market, contributing to the comprehensive revitalization of Liaoning.
