The 14th St. Petersburg International Legal Forum was held in St. Petersburg, Russia, from June 24 to 26. China's Vice Minister of Justice Li Mingzheng led a delegation to the forum and delivered a speech at the thematic session titled "The State and Civil Society: Partnership in the Resocialization of Offenders".

In his speech, Li highlighted China's recent practices, under the guidance of Xi Jinping Thought on the Rule of Law, in coordinating prison penalty enforcement, community correction, education, rehabilitation and assistance for released offenders, as well as law-based governance at the grassroots level. He also introduced China's efforts to encourage and guide orderly societal participation in offender rehabilitation and reintegration, and reaffirmed China's willingness to strengthen exchanges with other countries around the world to jointly improve social governance.

On the sidelines of the forum, Li held separate meetings with Evgeny Zabarchuk, first vice minister of justice of the Russian Federation, and Petr Gorodov, Russia's deputy prosecutor general.

Li briefed them on China's achievements in advancing the rule of law and the work of China's Ministry of Justice. The two sides held in-depth discussions on topics including deepening exchanges and cooperation with the Russian Ministry of Justice and the Prosecutor General's Office, judicial appraisal management, and legislation.
